Parameters

Attacker (String): User of the mod

Victim (String): Destination of the mod

ModName (String): Name of mod, such as Traumatic Swipe

ModValue (Single): Amount that the mod adds to recast delays... TS is 0.5F

LastUse (DateTime): Time of application

UseDuration (TimeSpan): How long it will stay in effect
